The projects for the authorization of the execution of construction works, as well as the technical projects, are elaborated by specialized technical collections, as follows:
a) architect with a diploma recognized by the Romanian State (member of the OAR with right of signature);
(b) engineers and installers, with a diploma recognized by the Romanian State, for engineering parts;
c) architect, urban designer and / or construction sub-engineer with a diploma recognized by the Romanian state for buildings of minor importance.

The projects for the authorization of the execution of the construction works, as well as the technical projects on the basis of which they are prepared, are elaborated by specialized technical collections, they are acquired and signed by technical staff with higher education only in the field of architecture, constructions and installations for constructions, so:

a) architect with a diploma recognized by the Romanian State (signatory OAR member), for the design of the architectural part for investment objectives included in all categories of importance of the overground and underground constructions;
(b) engineers and installers, with a diploma recognized by the Romanian State, for engineering parts in specific fields, for investment objectives covering all categories of overground and underground constructions, as well as facilities related thereto;
c) architect, urbanist and / or construction sub-engineer, with a diploma recognized by the Romanian state, for buildings of minor importance and outside the protected areas, established according to the law.

I. WRITING PARTS

1. Schedule and signatures of designers
Complete with the name in clear and the quality of the designers, as well as the part of the project they are responsible for.

2. Memo
2.1. General information:
Description of the works subject to the project for the authorization of construction works, referring to:
- the site, its topography, the drawing of the works;
- climate and natural phenomena;
- geology and seismicity;
- the importance category of the goal.
2.2. Specialty memories
Description of works by:
- architecture;
- structure;
- installations;
- facilities and technological installations, as appropriate;
- external arrangements and vertical systematization.
2.3. Data and indices that characterize the projected investment included in the appendix to the application for authorization:
- surfaces - built, built and useful;
- building heights and number of levels;
- the volume of construction;
- the percentage of land occupation - P.O.T .;
- land use coefficient - C.U.T.

Negotiation of neighbors, in accordance with the legal provisions in force, expressed in authentic form, for new constructions, adjacent to existing buildings or in their immediate neighborhood - and only if intervention measures are necessary to protect them - for construction works necessary to change the destination in existing buildings as well as in the case of the location of buildings other than the neighboring buildings

1. General plans
1.1. Territory Plan
- the topographical file submitted by the County Office of Cadastre, Geodesy and Cartography, made at stairs: 1: 10,000, 1: 5,000, 1: 2,000 or 1: 1,000, as the case may be
1.2. Situation plan
- on the location of the investment objectives - the topographic file submitted by the County Office for Cadastre, Geodesy and Cartography, drawn at the stairs: 1: 2,000, 1: 1,000, 1: 500, 1: 200 or 1: 100, as the case it shall be stated:
• the cadastral parcel for which the urbanism certificate was issued, described by the totality of surface topographical elements, the length of the sides, the angles, including the position and the height of the hillside of the neighboring mounds, as well as the position of the fixed and moving markers;
• the location of all buildings that will be maintained, dismantled or built;
• the dimensions of the projected and maintained constructions on the three dimensions (allowances §0.00, level elevations, location distances, axes, pavements, alleys, platforms, etc.);
• the names and destinations of each building body;
• vertical systematization of land and drainage of rainwater;
• pedestrian and car access roads and buildings, planned plantations
1.3. Underground Construction Plan
It will include their location, especially of the urban utilities networks: trails, dimensions, level elevations for the positioning of the dormitory - radiator and cover - and will be written on a scale of 1: 500.
In case of lack of public networks of technical and municipal equipment, the project's own installations, especially those for water supply and sewerage, shall be indicated.

2. Specialty drawings
2.1. Architecture
Architectural drawings will include the main architectural drawings of each object, written at 1:50 or 1: 100 scale, as follows:
- quoted plans of all underground and above ground levels, indicating functions, dimensions and surfaces;
- roofing plans - terraces or slopes - indicating the slopes of the meteoric waters and how they are to be collected, including an indication of the materials from which the covers are made;
- characteristic sections - especially on the slope of the highest slope, where appropriate - including the elevation of 0,00, the elevations of all levels, the heights of the roof - the ridges and the cornices - the foundations of neighboring buildings at which joins the projected constructions;
- all facades, indicating the materials and finishes, including colors, quoted and indicating the connection at the level of the ground;
- In the case of the integration of the constructions in an existing front, there will be presented the street development, which will show how to integrate them in the existing urban fabric.
2.2. Structure
2.2.1. Foundation plan
It is edited at 1:50 scale and reveals:
- how to observe the conditions of the geotechnical study;
- measures to protect the foundations of neighboring buildings, to which the projected buildings join.

Each plan submitted in Section II - DESIGNED PARTS will have on the bottom right a cartridge, which will include: the name of the company or design engineer, the registration number or the authorization number, as appropriate, the title of the project and the plan, the project number and plan, date of preparation, name, quality and signature of the developers and the project manager.
